Cx_oracle.databaseerror dpi 1047 cannot locate a 64 bit oracle client library.
In my case the Oracle Instant Client version I was using was too old. I was using the version of Instant Client that supported Windows 7, but I was running on Windows 10.
It does not need Instant Client - it's optional. See the release announcement. The Dockerfile can simply be like: FROM python:3.10-bullseye RUN python -m pip install oracledb. Step 2: Download and extract Oracle Basic Client. For Windows download and extract Oracle Basic Instatnt client instantclient-basic-windows.x64-19.9.0.0.0dbru.zip file.
